Make cc_unittests and webkit_compositor_unittests executable always

Make cc_unittests and webkit_compositor_unittests executable always

To get these tests set up to run on the bots they need to be executables always.
If use_libcc_for_compositor is 0 these targets won't run any tests, but they will
still successfully run.

this target name is kinda bad.

webkit_unit_tests vs webkit_compsoitor_unittests --- these are tests of our
exports of the compositor to webkit, whereas the webkit 
to the webkit. Its gonna be confusing to tell people "test the webkit compositor
by runnign layout tests and webkit_unit_tests, but test the <this thing> by
running webkit_compositor_unittests.

does the word platform help here in some way?

Hmm, or bindings?  I'm not sure how to best combine all these words...

I like bindings.

webkit_compositor_bindings sounds nice. maybe rename webkit/compostor to
webkit/compositor_bindings? Then its obvious all the way through. When I saw
webkit/compositor the first time, I mistook it for graphicslayerchromium stuff.

This fixes the component build by guarding all refs to it in the component
build.  If you're happy with this, then I can land this patch along with a
rename webkit/compositor -> webkit/compositor_bindings/
