Encapsulate optional SerializedScriptValue serialize/deserialize parameters.

By putting these options in a struct, it becomes easier to modify them without
having to plumb the fields through several layers of abstraction.

There are a few efforts which are likely to add more parameters to the
structured clone implementation. This should be a no-functionality-change CL,
which replaces explicit plumbing of the current ones with a struct that's easier
to modify in the future.
