Revert 216874 - Use overview mode for alt-tab cycling. BUG=263481, 264289 TEST=WindowSelectorTest.BasicCycle TEST=Enable --ash-enable-overview-mode and use alt-tab to cycle through MRU windows. Cycling is done in overview mode on active display.
