Make 'html' telemetry's default output format.

The current default output format is chartjson, which is being deprecated.
This CL changes it to 'html', which is human-readable, preserves TBMv2 results,
serializes traces, and will soon be 2 clicks away from CSV and JSON.

Also, I don't think cros/telemetry_runner.py could possibly rely on this
behavior, since until
https://github.com/catapult-project/catapult/commit/f8acf3b64294e71880dc283f6...
the default output formatter was HTML, and the last change to
telemetry_runner.py far predates that CL.
