Skip new directory wpt/mathml (as there are no owners).

This is a new set of tests recently added to web-platform-tests:
https://github.com/w3c/web-platform-tests/tree/master/mathml

In general our policy now is to skip directories in wpt until
there are owners, so this can be skipped now.
