(I'm bringing up a server to test against. 3 is currently ignored.)

We have to do it this way because we can't easily chagne the code to not send
espv on /search requests but send it on /webhp requests.

Ok, take a look now.  I also made it so that the SRP does not enter the Instant
process either.
