Refactoring: Remove CSSImageValue::m_isCachePending

Refactoring: Remove CSSImageValue::m_isCachePending

CSSImageValue::m_isCachePending is true iff CSSImageValue::m_cachedImage
is null. This CL removes this redundant member for code health.
