Move more input-related files to renderer_host/input

Move more input-related files to renderer_host/input

Allow more atomic reviews and changes to input-related files in the browser.
Classes moved:
  * TouchEventQueue
  * GestureEventFilter
  * TouchpadTapSuppressionController
  * TouchscreenTapSuppressionController
  * TapSuppressionControllerClient

I believe these are all classes directly referenced by any of the input routers.
  I'll wait until crrev.com/17601009 lands before landing.

After this, I'd like to add isolated unit tests for each of the moved classes,
moving where appropriate from ImmediateInputRouterTest.

@rjkroege: PTAL. The overall move of input-related files to renderer_host/input 
will come in fits and starts, but those in this CL are most likely to change as
we flesh out the input routing. Thanks.
