Regenerate dart:html from new Blink IDL files

can this just be renamed to WebGLDrawBuffers? It looks the same except a
different name. That way we don't have to re-triage this (You'll also need to
remove the "added" WebGLDrawBuffers entry that was added lower in this file.

Alternatively, take the comments from this version and move them to the lower
entry, and remove the experimental/"untriaged" note for the functions that are
the same, just a slightly different name.
