Undo band-aid which was ignoring wrong SessionStorage association.

The band-aid was r143761. Now that crbug.com/138152 is fixed, we can hopefully
do without.

Note: It is possible that this commit causes renderer crashes, if we still
didn't get the SessionStorage association right. Please see crbug.com/134003.

Oh noes, the WebViewTest.DOMStorageIsolation fails without the bandaid, but
works if I revert the actual "fix". :(

I debugged a bit, and the problem (when we have both this and the "fix" in
place) seems to be:
- First it creates the DomStorageContext for the default storage partition and
inserts some session namespaces into it.
- Then it creates DomStorageContext for some non-default partition and tries to
find the session storage namespaces there, but that just fails.

So probably something went wrong with the StoragePartition cleanup.
