Hey Ian, I think I found the missing piece of this patch. It seem mirrors
https://codereview.chromium.org/12544030/ relatively closely, and my link still
opted in with this patch after I removed the setting from
session_manager_setup.sh.

Looks good, but I think we should probably try to land this after we delete the
stacking container concept when do all the other settings fiddling.
