Cut content/browser dependency on webkit_media

This doesn't really change anything, but it makes the dependencies a bit easier
to understand.  The android_dbg bot is clean so I guess it's OK to use media
switches in webkit/media/android

LGTM % could make a small improvement while you're at it.

(the bot coverage for #ifdef GOOGLE_TV is just about _zero_, I think, FWIW)
