Android: implement content::Shell::Close()

This patch implements the Shell::Close() method for Content Shell on Android.

Hi Ted. This implements the Close() method we talked about. Turns out it's not
strictly needed for WebGL tests since we need run every test in a fresh process
anyway, but I think it would be still useful to have this to make sure all the
teardown code gets coverage.
