A testfilter with 'compile' will trigger to build everything.

A testfilter with 'compile' will trigger to build everything.

This way, 'compile' is a way to test that everything compiles and otherwise
only a subset, like which test were specified, will be compiled.

To clarify;
- testfilter is only set for try jobs.
- 'all' used to be built (implicitly) for all the try builders before I switched
to specific targets last week.

Both together reduce the risk.
