Exclude parts of the tree that aren't needed for iOS

This is essentially re-landing the reverted portion of
  https://chromiumcodereview.appspot.com/10704040
now that deps2git doesn't choke on None entries.

It'll just get reverted like last time if it fails. But I ran dep2git locally
this time, now that the script is in the tree, and it didn't choke, so I think
the worst case here is just that it might not actually do the exclusions since I
couldn't really test that. That wouldn't break anyone though.
