Always send an ExtensionMsg_Loaded message before ExtensionMsg_ActivateExtension

Always send an ExtensionMsg_Loaded message before ExtensionMsg_ActivateExtension
so that ExtensionDispatcher knows what Extension is active, not just its ID.

Maybe this could go in InitRenderViewHostForExtensions? Not confident of that.

Or better, make this work with the loading code in ExtensionService.

But there was that "chrome.experimental undefined on startup" bug which seems
quite similar, and was fixed by changing this file.

Yeah, ok.

I still wish that we could understand why the two places we're already sending
ExtensionMsg_Loaded don't work. But I agree this will probably fix the problem.
