This moves nss_util back to using the options

This moves nss_util back to using the options
string when loading chaps, now that we've figured out
how to pass the options string.  (rsleevi found
that we needed to pass it with an "NSS=" and quote it).

BUG=chromium-os:28842
TEST=Tested on device and read back state to make sure it was set.
