It's the foolproof part that troubles me. I'd like to get away from requiring
constant human vigilance to ensure that CF isn't broken by otherwise
well-meaning changes. 

Having folk doing refactorings ping us for an OWNERS check doesn't seem too much
of an additional burden (and I didn't "set no parent").

note that svn history/annotation is maintained when a file is moved.
