DOMUI: Remove experimental sync promo layouts

This is the DOMUI part of removing experimental sync promo layouts.

With this change we keep layout 3 and remove all the other layouts.

I'm an OWNER of chrome/browser/resources now, so he only *has* to review
chrome/browser/ui/webui (not that he's discouraged from reviewing resources
changes, he's just a busy dude). He's also in China right now (or is in transit
from there), FYI.
