Why not use this conditional and set the proxy_routing_id to MSG_ROUTING_NONE?
Then the boolean isn't used at all.

OK.
Guess that's OK, we wanted to be explicit about this step
so that's the code is easy to reason about/read. However, now
that I think about it, adding a new bool isn't super either.
