I feel slightly disturbed by having a .pem file in a public source tree, but
unless I'm completely off, we need that if we ever want to update the test CRX.

On a related note: binji, do you think we can just re-use one of the existing

Could, though I think it may be better to have an extension that we can change
as we like for future tests.
