NaCl: Disable hardware exception test in advance

This test for exception handling in the browser is being added on the
NaCl side, but it won't work yet until support is added on the
Chromium side.  I'm adding a line to disable it so that I can later
enable the test in the same change that adds exception handling
support in Chromium.
