Add an OWNERS file for sdch

Add an OWNERS file for sdch.

As part of the changes to make sure all directories have proper lists of owners, I'm adding one here ...

No, I shouldn't be in there, unless we need more than just jar@ (I believe
the rule is there should be at least 2 OWNERS, right?) and there's no other
better person.

dpranke: we pull most of the files in sdch directly from
open-vcdiff upstream.  Our own files are all build files.
So the initial owners should be jar and the people who often
mock with build systems.

"The people who often much w/ build systems" isn't really a consistent list,
unfortunately (many of them -- evan, bradley, sgk -- have moved on to other
projects and shouldn't get stuck w/ this).

Updated w/ the other changes, though.
