This CL replaces http://codereview.chromium.org/9558001/

It ensures that unit tests build and pass, as well as a manual functionality
test for WebRTC.

I added the same reviewers as for the above CL. Please divide as appropriate,
but I'm thinking that maybe Sergey could look at all files?

I realized there was no owner for content/renderer/media. I added Wei as
reviewer, please check those files.
