What's the time line on removing dartc's backend?  If its fully removed, we
shouldn't seen the 'native' keyword at all.

We still parse/analyze corelib itself, so we still may see "native".

What is the point in corelib having any natives?  The implementations should all
be empty shells.

Well, for now corelibs for DartC and Frog import implementation libraries.
When we will see different situation, we will able to remove "native" support at
all.
