Remove SkFontHost::ValidFontID.

Remove ValidFontID.

Skia is looking to remove SkFontHost::ValidFontID. This was only ever used by
SkScalerContext_FreeType::setupSize and does not appear to have ever been
necessary. When the above mentioned change is committed to Skia, this change
will also need to be made with a Skia roll.

The end effect of this change to Chrome is that fonts (measurement and creating
strikes) will be imperceptibly faster when using FreeType.

After much rgreping of Skia, Chromium, and Android, I see no reason not to
remove this. If anyone has any objection, let me know.
