Add SwiftShader copyright info and logo to about:credits.

Adds support to tools/licenses.py for including html in about:credits, and use to include SwiftShader's logo and license info.

Rather than adding a "logo" keyword (which may tempt others to add it to other
files), why not make some new file type (like "required_text.html") and have
that insert the <img src> itself?

Is the <img src> enough for the image to actually show up in the credits?  (I
guess some other script must inline the image or something?  I would think we'd
need to adjust build scripts to package up the file otherwise)

It works, so I guess it's automagically being packed up with everything else. I
think I may need to ask someone to bump up the maximum size of the resource
pack, though.
