New header and footer (removed old ones) for devsite. New doxyfile pointing to these headers and footers. New removefiles script for removing unneeded files for devsite and new python script for cleaning up resulting doxygen output for devsite.

Can you do this with "svn cp" so the changes show up in the code review tool, so
I don't have to review everything over again?

I also think if possible it might be best to put the common stuff in 1 script.
Maybe we should have ppapi/documentation instead of ppapi/c/documentation and
ppapi/cpp/documentation. With "utility" it's just going to get worse.

That's generally a bad idea, but I guess we can live with it for now. But we
need to collapse this and stop duplicating stuff. It's just going to cause
trouble later. (We just added utility, for instance, so you're going to want to
copy files there too if we don't rearrange these things).

Please remember to fix this as soon as you get Pepper 16 or 17 docs out.
