Fix up a slew of HTML syntax errors in resource files.

Most of the fixes are simply properly escaping angle brackets.

Hmm, would you mind either updating licenses.py to escape HTML from the
licenses, or clue me in on how to update the file myself?  It doesn't appear to
be in my Chromium checkout.  It looks like the only change needed is to update
GenerateHTMLLicenseOutput and _GeneratePackageLicenseText to HTML-escape their
output, possibly by updating EvaluateTemplate to do so.

For context, by the way, the reason I'm doing this is that the presence of
incorrectly escaped HTML is breaking the script to extract UMA actions:

Specifically, the script is failing with unexpected HTML parsing errors for
