The onmessage event in the case of EXPECT_BLOCK should be unreached only by the
current iframe contentWindow.

LGTM, thanks for fixing!  I ran linux_site_isolation on this and confirmed that
it's working now.  The fix seems to make sense, but let's wait for Mike to also
look over the changes since he's already familiar with the test.
