bad timing :)
ryan splitted this file (build/util/lib/common) from android
(build/android/pylib), but there was one change in there
https://chromiumcodereview.appspot.com/23470006 after this split and before I
was able to delete the android version :)

so this patch picks up that change and removes the android version once and for
all..
