Block shelf auto hidden when opt-in IME menu is shown.

When the opt-in IME menu bubble is shown, we should block the status area's auto hidden behavior.
And re-enables the behavior when the bubble is closed.

I'm not really sure how this fixes the bug as described in
crbug.com/652625. It seems that here you're hiding the bubble
if the shelf becomes auto-hidden while the bubble is visible.
But in the bug description, the bubble is opened *after* the
shelf has already been set to auto-hide.

Can you please clarify what's happening here?

Sorry, I misunderstood.
Instead of 'hiding the bubble when the shelf is auto hidden', I should block the
'shelf auto hide' behavior if the bubble is show. 
Like described in 'What is the expected result?': Input options menu retain its
position.
