Android buildbot: remove bulach from OWNERS.

it's better to keep infrastructure team dealing with all reviews in here.

This looks good to me but we should have a discussion about removing set
noparent too.  I don't want to block issues that only affect api or adding minor
things.  The only thing infra needs to  block are changes that affect:

1) flakiness or increase android runtime on bots
2) increases in system dependencies or assumptions. i.e. buildbot environement,
adb path, adb version, etc.

If we can come to an agreement about this and write it up I think the path is to
remove marcus, yaron and the set noparent marker.

thanks isaac! yeah, I agree with your points...

I'd suggest:
1) improve documentation in this OWNERS file about the changes that infra needs
to RS..

2) eventually remove the "setnoparent" once the documentation is clear and well
understood (i.e., there are more RS causing needless churn than effectively
gating bad patches)..

for the time being I'm removing myself.
