Re-enables three WebRTC unit tests in content.

It looks like some disabled unit tests could easily be enabled again just by extending the MockMediaInternals class.

My initial patch was flaky on Android so I disabled the added tests on Android
until my upcoming OpenSLES patch has landed.

I also had to reorder the calling sequence in our tests since the old order
could cause callbacks before the WebRTC client was ready to provide data. The
new calling order should be more inline with how it works in Chrome.

Adding xians for the new calling order.

I will re-enable Android as soon as I can.
