Clean up device policy definitions.

Clean up device policy definitions.

In particular:
* deprecate obsolete protobuf fields
* remove support for Kiosk App update URLs
* add missing decoding for http_downloads_enabled

Ha, that's actually the change that prompted this CL, which then later turned
into a cleanup pass. I'll update the CL description.
