gpu: Re-enable virtual contexts on Qualcomm

Non-virtual contexts on Qualcomm GPUs sometimes cause out-of-order
frames to be displayed, so turn GL context virtualization back on.

Yeah, I think want to figure out what is happening. It looks eerily similar to
the FBO scissor bug we had earlier.

I think we may want to keep that entry around so we don't accidentally disable
virtual contexts on old Qualcomm drivers by mistake. WDYT?
