Before landing, it will require a CL to not use "=True" for option in the
downstream buildbot code that is currently using this option. I will link that
CL here.

Ping. I need an LGTM from an owner. I forgot that the upstream change
(https://codereview.chromium.org/23880007) was waiting on this CL and 
https://chromereviews.googleplex.com/9975014.

The upstream dashboard step will be broken until this lands. The downstream CL
will need to land at the same time this lands.
