Move the directory of CLD2

Move the directory of CLD2

To put the file README.chromium, OWNERS and so on, we need to move the directory of the third-party library.

We cannot assure that it is safe to move from 'third_party/cld2' to 'third_party/cld2/src', so we adopted the new path 'third_party/cld_2'.  See: https://codereview.chromium.org/23301019/

Note: the newer revision (r74) of CLD2 is specified because the newer version includes some security fixes.

explains only the case of third_party/<project>, not third_party/<project>/src. 
In the case of CLD2, I need to set svn:ignore at thrid_party/cld_2, which
doesn't exist now (I referred another library 'skia' which is fetched at
'third_party/skia/src', and assured that svn:ignore was set only at
'third_party/skia'). Thus, it seems possible to modify svn:ignore only after
committing this CL.  Is it safe to commit this CL first?

Committing this first seems safe according to r198908 and r199717, but I'll wait
for someone's answer.

Create cld_2 in chromium svn, set svnignore on the src folder and then add the
dep.  You could do it out of order but this is preferred.
