Add a virtual test suite for exposed "stable" features

Add a virtual test suite for exposed "stable" features

This change removes enabling all the runtime enabled features in
TestInterfaces. This code gone, we can use the new stable flag
to add a test suite for "stable" features only (yay!).

Did you mean for this to be webexposed/stable instead of stable/webexposed?  I'm
not sure what the naming convention is for virtual tests.

This should be "virtual/stable/webexposed". The  convention is "virtual" +
name-of-suite + name-of-dir, as per the previous lines.
