Add unit tests for LatencyInfo

These just test same basic operations with a LatencyInfo.

do you think browser level tests would be useful as well? i'm thinking about the
outstanding issue we have with input events that get coalesced in the render
process and how to test that.

It might be useful in theory, but first we'd have to think of some useful tests
we could do there which wouldn't be flaky.
