Message was sent while issue was closed.

M-A asks if there is an ETA to revert this change.

We just hit another SVN overload condition 2-3 days ago, and at that time we
would have needed to reland this.  I suppose there's nothing wrong with
reverting this change but then we'll need to keep an eye out for when SVN
overloads happen to immediately reland a CL like this.
