compile is an annotated step -- correct?  Let's make sure CQ can handle these
(i.e. are they already used in CQ for swarm or other platforms?)

Well it's been running as part of the default 'git cl try' for a while now:

I'd like to put it on the CQ so that we don't get the inevitable 'hay y close
the tree if no cq1?'
