created common nav bar in footer, changed send feedback link

I noticed a couple of things you could change, but in general this looks really
good.

Also... While testing this, I happened to notice that the section named "Other
resources" on other pages was named "Further resources" in target 9.

Weird. On certain pages, the > goes on a new line even with a &nbsp; when the
window is within a certain range of width. It doesn't happen on other
pages....it seems like it's related to longer titles...?

Whoa, the diffs are misbehaving right now. E.g.

shows almost everything being deleted. As does

even though that file hasn't changed.
