Enable ANGLE D3D11 runtime for Windows 7+.

Enable ANGLE D3D11 backend for Windows 7+.

Earlier versions are disabled using a driver bug workaround (the reason it's disabled is because D3D11 is not stable on Vista).

kEnableD3D11 is in this array so it gets forwarded from the browser process to
the GPU process. It can be enabled in about:flags. That's in Canary already.
