Prints a hash of the boto file if gclient sync is run from a bot

This is part 1 of 2 to ensure that we have the same boto file everywhere.
The second part is to construct a tool to comb through all of our bots, extract
this information, and surface it.

This should /certainly/ not go in gclient.py.

Robert is right, no chrome specific stuff in gclient. It's used by other
unrelated projects.
