Invert the dialog background color for Windows high contrast.

Invert the hardcoded kColorId_DialogBackground as needed.

It's sort of weird that we simplify the world down to "inverted color scheme or
not" and then try and simply invert based on that.  Is there no way to actually
use the real system colors, at least when they've been modified from the
defaults?
