Add UMA tracking to "Recently Closed" submenu.

I think we should use a histogram instead, named RecentTabsSubMenu and with
individual values for LocalSessionTab, OtherDeviceTab, RestoreWindow and
ShowMore as values.

Ah, yes - sounds much more applicable. Is there a wrench menu / hot dog menu
group it should fall under (I can't seem to find one)? Or should I create one?

There is no Wrench menu histogram section, (you could add one if you want),
and not other existing histogram to which it would make sense to add this.
It would also be OK to have RecentTabsSubMenu as the root... I don't mind
one way or another...
