Issue 245137: Mouse-move events not sent after clicking on drop-down toolbar

Revert "Issue 236549: Inactive window should not be capturing mouseover"

See issue 246335: pepper plugin no longer gets notified on of didChangeFocus.

This is a regression caused by: 
Issue 236549: Inactive window should not be capturing mouseover

The pepper manager is confused by the onBlur handler on the client plugin
element that resets the focus on the client plugin. Calling preventDefault in
the onBlur handler will fix this bug but not the other problem: the chromoting
viewer no longer gets focus back (it doesn't accept keyboard inputs) after one
clicks anywhere in the client area outside the plugin area.

I discussed this with Jamie and we decided to revert the fix for 236549 and
resolve it as won't fix.
