I believe the intention is for the top of the dialog to overlap what the user
perceives as the browser chrome, the grey bar(s) above the web contents. So
covering the infobar is the intended behavior.

We should be doing the same thing for the detached bookmarks bar. (But are not;
I've added a patch to handle that properly.)
