chromeos: Resend projecting state to powerd on restart.

This makes Chrome resend the current projecting state to the
power manager if the power manager is restarted.

I could've instead implemented this by making PowerManagerClient cache the
last-sent state and resend it, but I figured that this is slightly better (even
if the server grab is extraneous) since I can add test coverage.

I could also cache the state in OutputConfigurator to avoid the grab, but I
figure that that just provides an opportunity for us to add a new path later
that sends the state and forgets to update the cached copy. :-/

Ugh. I'll probably switch to the simpler-but-not-testable approach where this is
implemented in OutputConfigurator instead. I forgot what a pain it is to deal
with D-Bus client lifetimes.
